A word used to downgrade a woman into a generic. Men use it so they don't have to remember the name of the woman he is trying to bed down at the moment. Also used as a fail safe so not to accidentally call a woman by the wrong name. Men have long used the term because many lack respect towards their fellow females. This is not exclusive to just baby......sweetheart, honey, beautiful, gorgeous, babygirl.......etc are synonyms. Real women do not appreciate the disrespect of being called anything else other than our name.

State babies are juveniles in/previously in juvenile prison. State babies typically have no parental figures, moms in jail, a crackhead, or dead, father is out of the picture. State babies are probably going to go to state prison once they become an adult. Nobody come to visit them when they are in juvinile prison, nobody’s sending them money nobody’s taking care of them.
