Some people argue dat laws which prohibit "raising CANE" often cause youngsters to be ABLE to misbehave as much as they want. I disagree; most kids start out being inherently good; it's us adults who are da major influence on them to be bad with our OWN improper behavior and impatient disregard for said small-fry's needs and concerns.
