Derived from "encounter", a phenomena that occurs when you and your friends get together and rip a joint. After half an hour, everyone gets antsy so you go downtown or another relative populated area, only to almost literally run into somebody you know who, what seems like a one in a million chance, is also blazed out of their mind.

You: "Hey Josh...whats up?"

Josh: "...Not much bro..."

(Awkward silence)

Josh: "...So is this a highcounter or what, because I'm stoned out of my mind."

(Multitude of laughter)
