1) The act of driving below the speed limit with the effect of backing-up otherwise
normal traffic
flow. Artificially creating a dangerous tailgating situation by holding a position on a multi-
lane road, obstinately pacing another slow-moving vehicle in an adjacent
lane, while purposefully avoiding eye contact through the rear view mirror. 2) Denying someone access to a public, or nominally "shared" resource (e.g., parking place, restaurant
table, etc.) by lingering in/on the resource long enough to alter the mood of the person waiting. 3) Any passive-agressive act of intentionally underperforming in order to teach someone, usually someone perceived as a jerk, a lesson that more than likely they will never learn--otherwise, an utter waste of everyone's time.
