There is no true definition. The word is only used by the master of masters. Although the word phrase has lots its translation and true meaning during the time of the medieval ages, some believe that it means to know "what is best". If someone were to make a wise choice, then another party would exclaim that this person "knew his/her goods" in that specific area.

Friend: "I said, HOW'VE YOU BEEN?"
You: (panicking) "Oh, uh...I don't know, man, it's just like...I don't know, ya know?"
Friend: "Yeah, totally."

Phrase used to reply to a question that can not be answered or does not want to be answered; It may also be used to piss off your friends when they are looking for an answer.
