1) The opposite version of 90's slang term “All that and a bag of chips”, which means “good, plus extra!”
2) To mean that a person is "all that (they're said to be)" and worse. Someone that, once given an opportunity, is likely to become more controversial and problematic than they already are or are believed to be.

3) An individual that, when opening his or her mouth, is like Pandora's proverbial and mythical box as they get into situations that get out of hand or become hard to control.
The American people thought that Donald Trump was 'all that and a can of worms' even from the fateful moment he announced his candidacy for president.

A variation of 'and all that jazz' where jazz means stuff, in this version it can mean stuff or unneccesary stuff or stuff that has a bad connotation or even a sexual connotation. It can also be just a way of saying 'all that jazz' that is unexpected and amusing.
I recently went through a divorce and all that jizz, now I'm ready to start dating again.
