Cement shoes often consist of large block structured cement molds that fit perfectly around one's feet. The person sporting these trendy accessories is then thrown into a river, lake, ocean, or off of a bridge. Cement is used to asure the hitman, or average John that decides to murder his neighbor for having an affair with his wife, that the victim of this act does not float back to the surface.
A.) Hey Tommy, this guy over here won't quite bustin' my balls, make him a pair of cement shoes will ya?

B.) Bob: *walks in on his neighbor Harry having sex with his wife Martha* Hey pal, why don't you come out back, I got a pair of cement shoes in your size.

*the two men go out back and a clank sound oddly familiar to that of a shovel coming into contact with a human skull is heard*

clementing 

Pretending to be in need to borrow large sums of money from close friends, but not pay back. Excuses such as "man, I don't even have money to eat right now but ill pay you back next week for sure" or "oh, i didn't get your message", and "don't worry man I'm selling my car to pay you back" only to leave the country for vacation whilst posting lavish dinning photos on Instagram.
Im gonna go clementing next week, need some extra flow for my vacation!

A combination of Windows CE, Windows Me, and Windows NT, all to make sure your computing experience is the worst you've ever had.

The name implies that it gets nowhere fast, as the operating system proved that.
I heard they're working on a new operating system called Windows CEMeNT.

roger clemens 

annually returning weed of major league baseball. was once a dominant pitcher,but has for the last four years has retired and continuously whined about making a decision to pitch again. for the last three years he played for his hometown houston astros, claiming he wanted to be near home and be in the same organization as his son.
he now claims that he wants to go to a contender, where he can "make a difference." he signed with the new york yankees, a team in desperate need of pitching.
coincidentally, he will be seen as a "savior" which will play serve into his massive ego. another team he said he considered was boston, the best team in baseball as of his signing, and a team that could also have used another starter. truth be told, he didn't sign with boston not because they didn't offer enough money (they offered about two million dollars a month less than new york's $28 million for roughly four months)but because he would not have been the same media circus he will be in new york; he would have almost blended in with hero curt schilling, 6-0 unbeaten josh beckett, japanese legend daisuke matsuzaka, and the rejuvenated tim wakefield.
