Especially used to describe the emotional or financial state of having overcome a hurdle or having achieved a goal where success was uncertain.

Thought to be derived during WWII when hosiery was scarce and hard to obtain. Despite this origin, the adjective is not only applied to females.
Once you pass the bar exam, you're home in hose.

smoke dope, eat soap, go home in a bubble 

a phrase that refers to smoking "dope" or weed, then eating some soap (I think just the normal kind of bath soap, but I'm not sure), and then some how getting back to your house in some kind of bubble thing.
