SOAF is an accronym that stands for "shit on a fly". It was made famous by a Montreal cowboy that made an unconscious habit out of butchering up expressions. He originally meant to say "fly on shit" and realized that it was quite funny to keep saying SOAF.

Cowboy 1: Well gaddamn, errbody tryna invest in my hedge fund now.

It's an accronym for "That's God Damn Right". It was made famous by two university students in Montreal who had a bunch of fun impersonating accents and started using in on a fairly regular basis until it became such a joke that they got it tatooed on their ankle.
