A duplicitous use of words. Designed to say something while providing an opportunity to do the opposite of what is said while being able to say the original thing was true.
In his address to the Joint Session of Congress, President Obama geve himself a builtinout when he said healthcare would not be provided for anyone here "illegally". If he were to grant them legal status as part of his upcoming Immigration Reform, they wouldn't be her "illegally" would they?

Henry Louis Gates, Jr. practiced racecardism when he immediately accused Sergeant Hughes of profiling him because of his race.

David Axelrod sent an email meant to “debunk” myths, rumors, etc. about Obamacare to the White House email list and asked that it be forwarded to friends and acquantances. Well, it turns out that there is a groundswell of spam complaints building from people who received what they are sure is spam – email they never signed up to receive. Now the Obama Administration finds itself tied up controlling the damage done by it’s oboner.
