Thanks to the grief tragedy sympathy hope industry, the aviation museum that always had a name good enough for the residents of the city that went there had to change it's name to honor a guy they were told was their hero, rather than anybody asking them who their personal heroes were. Perhaps their personal heroes were a family member or someone from closer to home than Texas, but since nobody asked them, they were forced to adopt a guy they were told was their hero as their personal hero, without any room for anyone else (since many of them thought the name of the museum was good enough as it was, without being forced to change, and it was going to get changed to a preselected name chosen by the "new guard" instead of by the residents).

The instigator was playing all sides, from rabbi to gunman, from developer to landowner/landowning organization, from cop to criminal to unarmed civilian, from black to white, from gay to straight, and from Martin Luther King statue to Confederate statue.

Devolve together
Some people would like to see everyone else devolve alone, as long as it isn't them, but if they start to devolve too, they want everyone to devolve together, since together is the way they like to do everything (as they hate being alone and will say anything to keep lots of people around them at all times).
Martin Luther King would have been as entertained if everyone devolved together, bound for something like Squid Games and both psychological and physical standoffs that escalated into their final stupidity as he would have been by brotherhood/sisterhood. The leadership not brotherhood/sisterhood folks can't wait for us all to devolve together, it's just good fun in their minds, those adrenaline junkies that they are!

Instigator
Someone that convinces others to be deliberately cruel or break rules so that they still end up being the one with the perfect behavior (within the rules and expecations of following them so that everybody ends up with the same bullshit rules to be expected to follow/abide by) record to show for it if anybody asks.
The instigator had a perfect rule following/law abiding record to show for rules that favored him/her, since he/she picked rules/laws that he/she could never get convicted of breaking if anybody did ever question him/her (despite his/her image to uphold of hating all the bureaucratic red tape) when writing/making the laws (he/she was the law in his/her mind, despite not holding any rule or law sacred).
