Someone who thinks they’re better than everyone else due to money, power, position etc.

“Hugo is just a bit of a Chong, he thinks he’s so good”

When something is boring and not moving much like a “parked” car.

If someone told a bad joke, it could be described as parked as it was unfunny and boring

An alternative example:

“That lesson was so parked, we literally did nothing”
