A police officer who is lacking the evidence to charge you for an offense, in turn resulting to charging you for an alternate offense that you cannot prove you did not commit in a court of law.

Sgt. Campbell charged Allan with offensive language, Allan had to pay a $500 fine as it was his word against the officers. Bloody coward fuck!
