Someone on a college campus who neither attends the college nor knows any one who does. Often implies a certain level of seediness as well as a general lack of propriety.

It's the sketchies that steal bikes on campus, not fellow college students.

Someone who acts suspicious, unpredictable and odd in normal situations. Someone who lacks common sense and is overly secretive. Usually someone who has used a high volume of Valium.
