follicly challenged 

Follicly challenged is merely the etymologically correct spelling of follically challenged, which is a euphemistic term for bald men. The use of the word serves to lampoon the perceived overabundance of "politically correct" synonyms for various minority groups, which first emerged and spread in the mid to late '90s.
My father is severely follicly challenged, but he's learned to cope without resorting to a toupee or a combover.

Your Math teacher: *Lifts hat to show baldness*
You: Oh... youre bald.
Your math teacher: We prefer the term Folically Challenged, thank you very much. Now do your math homework!

Folically challenged 

As in hair folical. One's head of hair has folicals in their scalp. When you lose hair folicals, you become bald. A person with this condition is folically challenged.
George Costanza from the show Seinfeld was folically challenged, also vertically challenged because he was short.
