An object or person with a scruffy, dishevelled, unkempt or cheap
appearance. Tatty trainers and unwashed clothes complimented by
greasy hair that hasn't been taken to a barber for a good few months, let alone seen shampoo would
constitute a 'scratty' appearance. A cheap brand of clothes with little style could be described as 'scratty'. A tacky town or city could be branded 'scratty'.
