roller coaster arms

not liking or wanting to give or spend money : not generous

That server did an amazing job, but she got stiffed by her table because the guy paying had a serious case of roller coaster arms.
I have heard of alligator arms, but that guy is so cheap he has roller coaster arms I___I !!!!!!!!!!!
