It became what it is today from the introduction of crack, heroin, and marijuana. Now called by some "The Red Zone" for its high concentrations of Blood Gang Members, it is the one place in Raleigh you can be ABSOLUTELY ASSURED YOU WILL GET FUCKED WITH if you go. Anytime of day, night or weather type you can find what you need. Just don't ask the wrong people, or you'll leave with less than you came.
