Ɪ was told by my sister a while back that it means you're up in the day & asleep in the night, antonym to nocturnal. but Urban Dictionary users say otherwise.

Not bound to day or night. Mentally awake, alert, and alive across all hours.

The Word is derived from combining Nocturnal + Omnipresent = Octurnal
