Heavensinki

Da major coastal city in Finland dat's more pleasant than its "fire 'n' brimstone" counterpart.

If Helsinki and Heavensinki are exact opposites in overall nature, would Helfloati be somewhere in da middle? As in, da municipality is still somewhat like "da other place", but at least it's still bobbin' at da surface of da water instead of "heading to da bottom".
