Kardashev Type 11.0 Gigaversal Civilizations

A civilization operating on a "Gigaverse" scale, controlling or being synonymous with a collection of reality where individual megaverses are as numerous as stars in a galaxy. This represents a hierarchical layer where the fundamental substance is not matter or energy, but frameworks of existence themselves. A Gigaversal entity doesn't just create universes; it creates the rules for creating universes, governing an ensemble of megaversal systems. Its "energy" is the potential for all manifestation across a near-infinite ensemble of all possible cosmic rule-sets.

Kardashev Type 11.0 Gigaversal Civilizations Example: In the Men in Black franchise, our entire universe is contained within a locker on a giant alien's storage shelf. A Type 11.0 civilization would be the entity that owns the entire cosmic storage warehouse, where each locker contains a complete megaverse with its own independent laws and deities. It's management of reality at a wholesale, archival level.
