The below UD definition accurately describes the situation and San Francisco's inept efforts over the past 30+ years to deal with the homeless/addicted/mentally ill who are drawn to SF for the cheap street drugs, ample free services, mild weather, ample opportunities to commit petty crimes, and the lack of consequences.

San Francisco has become San Franshitshow. Over the last 30+ years, public policy and the expenditure of vast amounts of public funds with regard to the homeless have gotten a number of individuals off the streets, but have only served to make San Francisco even more of a magnet City, creating a situation that has spiraled out of control and creating an entire local industry with a vested interest in the crisis: The Homeless Industrial Complex.
