Theres nothing normal about a group/entity trying to take control of everyone else's lives, that's a step toward a totalitarian government, not a step toward reopening or freedom. A good way to take freedom from people is to keep telling them that they will be free only after they keep doing what you tell them to do and complying with your orders, and that it will end.
