A leet speak form of saying huzzah or hurray.

It originated from back in the days of MUD games, after killing an opponent loot was a rare find, so if someone found loot they would say "wow loot!". This evolved into "woot" for short which further evolved to simply be a general exclamation of excitement.
Bob: I just killed a monster! wow loot!

In 1990 we used woot when playing tabletop dice Dungeons and Dragons when we came across good gear or loot.. Now its worked its way into online games and chat speak.

Same sorta meaning, excitment, happy, wow I found someone I wanted or liked.
DM: You come across a chest filled with unicorn horns.
Mage: WOOT!
Druid: HOW HORRIBLE!

Choot-a-woot 

Choot-a-woot can be used in various ways.
Can be used as a greeting, expression of disapointment, excitment, or whatever else may be fitting. Aslo can be used to agree with and idea, saying, or action.
Walking down the street and see someone, but have no time to talk to them: "Choot-a-woot"

Your favorite team just won: "Choot-a-woot!"

You hear that one of your frineds is feeling under the weather and cannot join you tonight: "Choot-a-woot..."

Someone just had an amazing point: "Choot-a-woot"

Seeing an item for sale on woot! that you saw previously.
This DVD player was just on woot! last week. It's deja woot! all over again.

Before ALL of that, woot was a happy noise made by certain Monkees and Guinea Pigs when they are happy or content. Net nerds like to take credit for creating stuff that they only adopted. But I know better. I've heard those monkets. And they're happy. woot.
Kristy walks in the door from a long day of work and her Guinea Pig, thrilled to see her, asks "Woot? Woot woot? Woot."
