A place, possibly near Lancaster County, Pennsylvania, where people go who haven’t told others WHERE they are going. As in the question, “Where in Fuchs’ Acres have you BEEN???”
The place is famous because some folks simply go there for Fuchs' Sake, to get away from it all, as it were.
One could also ask, "Where for Fuchs' Sake have you BEEN???", but this latter is less appreciated in polite company.....

Used as a response to a promise that will obviously not be kept. After the Civil War, the U.S. government promised freed slaves “40 acres and a mule” as part of land redistribution plans under General William T. Sherman’s Special Field Order No. 15.
"Didn't you hear? They're going to forgive everyone's student loan debt"
"Yeah, 40 acres and a mule too".
