These occur when people are too stupid to know how to make quotes on their keyboard correctly, using `` (the symbol to the left of the 1 on your keyboard) instead of ". Not to be confused with retard apostrophes, which is when people use ` instead of '. Both are very annoying because the correct quotes/apostrophe key can be easily found next to the fucking Enter key.

Why can't Jordan figure out how to type quotes properly instead of using retard quotes?

Half Quote

A type of quotation that is used to combine the views of an individual's meaning for meaning translation of another person's quote, or to almost accurately, yet impurely quote something. Half quotes are used when a writer has an agenda, wants to be funny, has a slightly better way of saying what the original quote said, or just forgets the word for word quote itself, but still remembers the author of the original quote and what it meant.
