Someone who is mean, self-centred and all about themselves; uncaring about how their actions, drunk or otherwise, might effect other people. Making someone else's grief all about them, then tying this behaviour up in one big discernible behavioural bag and carrying it around wherever they go - i.e, their hoe bag.

She doesn't even care about Barb, she's making this all about herself. She's such a hoe bag.
