Jack booting is a derogatory term used to describe a system, usually a government, that utilizes force (police or otherwise) to coerce people into compliance.

"ahhh boots" is a response to seeing or hearing something that is totally out of place, ridiculous, or just plain wrong.
She saw "Jimmy" going through her underwear drawer, and she was like, "ahhh boots" what do you think you're doing?
