"Go boots!" is an expression of praise or encouragement when someone does something good or is looking good. It stems from the thought of someone who is walking around looking good, their boots are carrying them along, so Go Boots!

Jack booting is a derogatory term used to describe a system, usually a government, that utilizes force (police or otherwise) to coerce people into compliance.
"I can't stand democracy, you have to pay taxes, and if you don't get arrested! that's jack booting!"

"ahhh boots" is a response to seeing or hearing something that is totally out of place, ridiculous, or just plain wrong.
