Although the actual definition is unknown, it's a way of threatening a misbehaving kid. The most common sentence it's used in, (down below,) has been used for at least 4 generations.

Get the bolly bagmug. For all the men(or maybe possibly women too, but probably not though) out there trying to secure that bag... bag checks are necessary for a man’s success in life. Bag checks are often administered by the realest homies. During every bag check, these are some thoughts and questions that are brought to attention: “What does the bag mean to me” “Am I close to the bag?” “What does the bag want of me?” “I want the bag now more than ever” “Fuck it, mask off”
