Simp is short for simpleton. Otherwise it's a term used to describe 'beta' type males who put woman on a pedestal for being hot or sending them really cringe messages for no reason. Typically seen more often on Twitter or Twitch where 'e-girls' are active and have a large following of horny guys or white knights (similar term tbh). Such as for streamers like Pokimane, Loserfruit, etc.

A simp may be seen laughing at girl's jokes all the time, constantly agreeing with what they say, etc. This may not be a bad thing; simp's are usually very kind and the best people. However they can be annoying whenever they ditch the bros for hoes (girls but 'hoes' rhymes so its better).
