The name gives it away but it basically means the planes did not singlehandledly bring the towers down but someone had made them vulnerable on beforehand. There's also a conspiracy theory based on the twin towers not being built with steel beams in order to save money. "Jet fuel doesn't melt steel beams" is often associated with George Bush since he was the USA president at the time.
