The act of somebody apologizing to a black person. This usually occurs when a demeaning racial remark has been made.

A "nigor" is a Russian with dark skin color. It is a play on the words "nigger" and "Igor" (stereotypical Russian name).

His father is African-American and his mother is a Russian jew, having black skin, therefore he is a nigor.
