The instigator wasn't going to make the guy love his neighborhood any less by getting buildings wrecked or by getting people kicked out of them.

The instigator would convince a 10th grader to shoot up a school, a gunman to shoot up a church or mall, or an assassin to shoot down an enemy, rather than doing those things himself/herself, that way the masses (which had been manipulated in a cultlike manner) would fall in line once they had their enemy identified.

Get the Instigating fuckerymug. Someone that nobody would miss, somebody that tries to run people off from their own town even when they're not even from the town.
The instigator did everything she did to excess (mostly due to lack of self control). She told everyone she was like Bach thinking they would start respecting her at some point, but in reality she was more like Patrizia Reggiani or Jim Jones to people that knew her well and saw past her updated image/knew her darker side that she didn't tell anybody about (the one that erased previous versions of who she said she was and put small town graffiti over it).

Get the Instigatormug. People could see that the dork that thought she was Mary Sue from the movie Pleasantville was an instigator once bricks started flying through people's windows. Since they had loved their home and were happy and peaceful there before she arrived, (and since it was never 1950's Pleasantville) they knew that they would be happy again when she went away, especially since she wasn't even from their home (though the one she thought of as being David really was). They were not there to celebrate her, roll down red carpets for her to walk over, or anything else, since nobody there owed her anything.
