When a person thinks they're dunking on someone but they're actually just just giving a lukewarm response and/or picking on low hanging fruit.

"Hey, at least I don't go around college campuses dinking on unprepared students"

"dinking" is used like "fucking" in some sentences such as "fucking around." However, it has more negative connotations.

Usually we would say "let's go fuck around at target" and it'd be super fun. But if I used "dinking" it'd be more bad.

"Look at this mf dinking around like a little dink bitch"
