It's the white person version of nigga, because that white person can't say the n word. When a black person wants to say my nigga to a white person, but calls him a wigga instead. Sometime it's used as a insult to other white people

Ex.2) Frank: Wassup Ivan my nig~ wigga, how you been
Ex.3) Ivan: did you just call me a white nig~

Frank: It also means I respect you dog, but don't say the n word, we cool
