This is actually an ACRONYM (That means every letter stands for something...)

Generally used to describe a robust pipeline that is filled with glittering generalities that don't generally align to prior forecasts and expectations.

"Pipeline of Outstanding 'Promise', Idle Engineers"

Can also be used to describe a circumstance involving technical resources who are forced to train or support collateral duties until such pipeline turns to POOPER (See definition "Pipeline of outstanding promise, Engineers Ready-up")

Today I ran through the revenue call - soo much POOPIE, it made me feel poopy.

Ted and team had big plans and great ideas - too bad for them nothing came from it except POOPIE results.
