Blue Balls are folk dancing events for the upper class where the color scheme is primarily blue. The dress code for these exclusive events is all blue (ex. Blue Ball Gowns, or blue suits) and those who do not abide by these rules are not allowed entry. An example of a Blue Ball in pop culture would be the ball in Cinderella. It is recommended that you look up pictures of Blue Balls to truly understand them in all of their blue glory.
