A derogatory term to call a black person. Rappers (Predominantly black) use this phrase A LOT.
This is also used in urban African-American language where calling another darkskin a nigga can refer to them being their friend (or something like that, whaddya expect? I'm not a fuckin dictionary)

Rick Ross: 'Look at yourself, now look at me! You can't see it nigga, I'm what you used to be.'
Lil Wayne calls himself, 'The hottest nigga under the sun..'

Like another way of saying “as fuck” or “as shit” not to be confused with someone saying something negative and comparing it to a African American individual.
