This is a phrase used to express resignation to a situation that one has no control over, where the person making the statement acknowledges that there is an issue that needs to be addressed but implies that the issue is beyond his control, power or pay grade.
co-worker : Don't you think we need to inform our clients that their bank may be going under -receivership?
co-worker2: I don't know man, I only work here...
