in order to get to know its etymology, we have to look for the etymology of the word chugger.The word chugger is a a two-words combination which are chug and mugger.
mugger means one who attacks with intent to rob.The one who is attacked is called muggee.So,we shall call the one who gives charity muggee because he's kind of robbed when he believes the onoing lies.This word is only used in a negative way.

our neighbour is a real chuggee.He gives charity to every single chugger he meets all along his way to work.
