Grafitti initiated in the 1960's in which the name of a high school classmate of one of the grafitti artists was spread far and wide on walls throughout the world, in India, England, Vietnam, and Mexico and many other countries the phrase "overby rules the world" was repeated and repeated over and over again as the one classmate had told the other "I will make your name well known far and wide" and he could not tell a lie.

Mr X - I know, let's write overby rules the world on each one of the ceramic tiles in that entire bathroom!
Mr Y - But there are probably over a thousand tiles!
Mr. X - All the more likely to make a favorable impression! Mr. Y - Let's get started!

Five subjects that no human should show arousal towards or try any sexual acts with. Once you break one rule, you break them all. These are;
1. Animals
2. Men (presuming you're male)
3. Family
4. Children
5. Dead People

the council rules

These rules shall be followed by none other than the boys and only the boys. These rules provide to let the boys make decisions within the council and by joining the council you must look at the broste system and see if you qualify to be part of the council.
Rule 1. The council shall be only with the boys, girls have no say in the decisions that happen within the council. This includes girlfriends.

Rule 2. The boys shall not take orders or suggestions from the girls as this ties into rule 1.

Rule 3. The boys must stick with the boys. A boy in need a broski indeed. As well as bros before hoes.

Rule 4. Any broken rules shall be fined into expulsion from the council or lowered their standards from bro to homie or a broski to a bro.
Rule 5: if a bro is caught breaking a rule by a girl they shall be given the right to tell the council and let the council decide the punishment they shall receive.

The council may add more rules if they please after all, they are the council.

Bro: Hey guys my girlfriend wants me to not hang out with the boys.

Broski: nah bro remember the council rules.

Ruling the roost is the same reference. Birds roosting on a perch have a hierarchy the top bird who is at the top of the pecking order gets the best spot and sits where they want.... they therefore rule the roost

3. Don't laugh in the ashtray
4. Don't blow on the ashtray
5. OR YOU HAVE TO VACCUM

These rules can be repeated for joint-rolling. No-one wants all their weed on the floor.
