One would say this for multiple reasons. 1 being to shoo someone away. Another to say goodbye. It could also be used to greet someone or to tell someone to come near you. It’s overall just kind of a way to get someone’s attention.
“Hey you, tis tis. Come over here”
“Okay well it was nice seeing you, tis tis”
“Oh please. I never want to see you again, tis tis”

Get the Ti Timug. This is similar to tongue-tied in that one is incapable of moving forward in speaking since they have started to tell a lie that they cannot talk themselves out of. People know they are caught and are tied up in their lie or lies.
As Kingston continued with his excuses to Becca why he was late, the look in her eyes informed him that he was lie-tied. He immediately began to give her all the money in his wallet as a first act of atonement for having another pint with the boys instead of meeting her on time...again!
