The second week in a bimonthly pay period before you get paid again ie. You get paid on the 1st and the 15th of the month, the 8th through the 15th is ghetto week because by the 7th all your money is spent.

Ghetto Entitlement

1. The act of performing actions without any logic, reasoning or consideration solely for your own selfish purpose usually due to being uneducated and having poor to no analytical thinking or reasoning skills.

2. Believing that your crappy lot in life is other peoples fault so you act in an entitled way thinking you somehow deserve free things and that the normal rules do not apply to you.

That lady just cut off three people then slowed down to half their speed out of turn at the intersection. Judging by that Ford Focus she must be experiencing some Ghetto Entitlement.
