U.S Navy slang of an enlisted Sailor, who is more than a little bit eager for the end of ship's work and the beginning of Liberty for the day. Perhaps a Sailor who cuts corners in order to achieve Liberty, or a Sailor who will pay another Sailor money to take one's duty.
Liberty being the time between the end of work and the return to work. i.e. 24 hour liberty one day, 48 hour liberty 2 day, not to exceed 96 hour liberty if granted by the Division Officer.
