typically used to describe someone who is behaving erratically, highly energized, out of control, and generally bothersome to people around them. When one acts like a crackhead you isolate and embarrass yourself in front of others, either in a public setting or around family and friends. People lose trust in you when you are a crackhead.

Calling somebody who smoked crack a quarter of a lifetime or more ago a crackhead or a junkie is as ignorant as calling somebody who smoked weed for a few years in high school a hippie. If they've moved on with their lives, why hasn't the person talking shit moved on with theirs?
