1. A political system combining true imperial hierarchy (an apex ruler above subordinate rulers) with meaningful democratic legitimacy among those subordinate polities. Distinguished from colonial or centralized empires by its layered sovereignty and elected authority at the lower levels.

2. The condition of disciplined self-command in which authority over others is grounded in mastery over oneself.
