The use of various cyber related techniques to trigger, threaten, silence, intimidate, and destroy others. Where before terrorism was largely confined to direct physical acts, it has now expanded to include techno-terror and abuses of online power as attack methodologies. Techniques include but are not limited to: denial-of-service website/device attacks; hacking/manipulation of phones, computers, and wi-fi; use of spam bots to flood email accounts; penetration/activation of house alarms; fake texts, emails and social media comments with provoking content; malevolently intended social media shadow-bans, advertising blocks, account warnings, post/comment removals; a myriad of online PSYOPS designed to bewilder and terrorize targets. Although initiated from behind the scenes, acts of techno-terrorism are no less dangerous and no less criminal than traditional terrorism. This now common form of modern warfare puts all of us at great risk.

Sometimes used ironically (regardless of reasoning/just an expression of being annoyed), when someone keeps demanding from or bothering someone.
Murder attempts against the establishment and some sort of guerrilla warfare during 'officially' peace time are typically called terror attacks.
Basically a bias-based term: "whatever we're doing is just, whatever others against us - terrorism".
