To be essentially fucking with someone or to be condescending to someone by implying that they are stupid.

Refers to when someone says "Don't piss in my pocket and tell me its raining, jerky..."

In the movie, Just Go With It, Katherine (Jennifer Aniston) calls “taking a dump”, "Taking a Devlin,” which she names after an obnoxious sorority roommate she once had, who she inadvertently runs into in Hawaii (Nicole Kidman).
