It is mostly used to describe people who would be considered middle class using brands like Becca, or wearing fake Gucci. It's almost like calling out those trying to act above their station.
Can be used as an insult but is most often used as something to hype up one's friends/partner

"How do you like my faux fur coat?"
"Damn Sara! You lookin' fine you bougee bitch!
